The letter stated, "For the last nine days, we have been trying to upload the memorandum prepared by the staff of the National Council (JCM) on the 8th Pay Commission's portal."

Therefore, the organisation has proposed that memorandums be accepted via email in PDF and MS Word formats, and the deadline be extended from April 30, 2026, to May 31, 2026.
